Maintaining access control to vessels and having the ability to conduct shipboard search are two vitally important security requirements dictated by the ISPS Code.

These guides have been developed in order to help ship security staff maintain gangway security and prepare and conduct maritime search activities.

Access control
Access to the ship should be tightly controlled with appropriate policing maintained at the gangway at all times. By restricting access to only persons with a genuine reason to board, a high level of security will be maintained.

Shipboard search
To be efficient and successful, searches should be planned for regardless of the threat. Key considerations for this process are:

  • Is the search to be carried out as the result of an increase in the ISPS Code security level? – This will determine search criteria in accordance with the Code
  • What is the category of the search? – Is it precautionary, deterrent or preventative?
  • Is it an area, cargo or personal search? – In some cases it will be all three
  • Are there witnesses to question, was something seen or heard or has something been found?
This publication is intended to offer guidance only and its contents should not take precedence over the security requirements and procedures laid down within the ship security plan (SSP) or the orders given by the master, company security officer (CSO) or ship security officer (SSO).
On all occasions where a security breach develops into a situation beyond the capabilities of the ship’s crew and scope of the SSP, specialist advice should be sought as a matter of urgency.

About The Authors

Adrian King
Adrian has extensive experience of security matters both at sea and on land. After 22 years in the UK military as an armaments engineer and bomb disposal technician, Adrian transferred to the Icelandic Coast Guard where he was responsible for high-threat boarding training, including search and gunnery. He designed and managed annual counter-terrorism exercises for the NATO Defence Against Terrorism Programme of Work. Within HMS, he provides clients with maritime security expertise and advises on maritime training. His experience of the preparation for and implementation of the ISPS Code in 2004 has been invaluable in providing a balanced and sympathetic approach to achieving high levels of security in the maritime industry.

Andy Brunton
Andy was a Royal Navy clearance diver prior to joining HMS in early 2008. His Naval career spanned 31 years and during that time Andy served both at sea and on land in a number of key appointments. Andy has briefed at the highest levels on maritime security matters and his in-depth knowledge of naval security operations has proven crucial in understanding the problems and challenges of the maritime industry. Through his first-hand experience of security at sea, Andy is an exponent of security through knowledge matched by a suitable level of training at all stations within the industry; whether this be at an executive level or on deck, all have an important role to play.   

Steven Jones
Steven Jones has advised numerous shipping companies on their security planning. He has worked on marine fraud investigations and as a security specialist for a major protection and indemnity association. Steven currently provides security comment and assessment for a number of maritime organisations and publications and is a regular speaker at numerous Conferences. He produced Maritime Security, a book published by the Nautical Institute, and authored the Shiptalk publication Shipboard Access Control: What You Need To Know!
